1956 D Steel Penny (read description)

1956 D Wheat back Steel Penny Sticks to magnet, weighs 3.10 and it has a copper core. It appears the front and back have steel layers. Not silver. I cannot find any references to it... Anywhere. Neither could coin dealer. He offered me 50. If you tell me what it is that would be helpful. Thank you
