Vintage glass decanter with stopper, embossed sunflower glass liquor alcohol

Gorgeous clear glass decanter bottle with sunflower design. On the bottom it has D23-65-54. It is in good condition except that the inside has a blue coating at the top of something, but I don´t know what. Perhaps the prior owner had a blue liquid with food coloring or something similar, but it is there, and a proper cleaning for the bottle would be in order. Other than the blue you see, it is in good condition, and a very beautiful decanter.
